Why a FSM CASS Self-declaration?

Functional Safety Management (FSM) is applicable to all organisations involved in safety-related systems and is a mandatory for all parts of IEC 61508 and related standards.

For example IEC 61511-1 Cl. 5.2.5.2 states:

Any supplier, providing products or services to an organization that has overall responsibility for one or more phases of the SIS safety life-cycle, shall deliver products or services as specified by that organization and shall have a quality management system. Procedures shall be in place to demonstrate the adequacy of the quality management system.“, and

If a supplier makes any functional safety claims for a product or service, which are used by the organization to demonstrate compliance with the requirements of this part of IEC 61511, the supplier shall have a functional safety management system. Procedures shall be in place to demonstrate the adequacy of the functional safety management system.

The FSM is therefore a very important part of functional safety. The FSM applies not just to duty holders and machine builders but also to people and organisations offering products and services related to the functional safety lifecycle. Product and services suppliers often need a mechanism to outline FSM compliance to their stakeholders. This may be done via a conformity assessment body or certification scheme but this may be too expensive or unsuitable for some organisations. Detailed assessment reports, such as the CASS assessment templates could be used, but these may be too complex and detailed for the skills of some stakeholders. The CASS self-declaration approach is intended to provide sufficient summary FSM compliance information to stakeholders.

Currently, the CASS methodology covers the FSM requirements of IEC 61508 and the HSE guidance ‘Managing Competence for Safety-Related Systems’, all in a single document. Furthermore, it can be shown that the FSM requirements from IEC 61511 (process industry) and IEC 62061 (machinery industry) are related to those in IEC 61508 (the basic safety publication). The CASS scheme also has separate templates for IEC 61511 and IEC 60261 that cover their FSM aspects.

There may be considerable value, depending on the organisation(s) involved, in using a FSM CASS Self-declaration that complies with both IEC 61508 and IEC 61511 (and possibly other standards) in a single document.

Lodging your completed functional safety management CASS Self-declaration

Members of The 61508 Association can lodge their completed Functional Safety Management declaration file with the Association itself (available / accessible via the Association coordinator).

Some organisations find a value in lodging their completed declaration with a third party. The list of organisations above may offer declaration lodging as a chargeable service (these are services outside the remit of the association). Alternatively another organisation could be sourced or you could just offer the declaration from your own organisation.
